What is document attestation in the UAE, and how does it work?

Document attestation in the UAE is the official process of confirming that the signatures and seals on a document are genuine, so that UAE authorities will accept it — for employment and family visas, education, professional licensing, business setup and property. A document issued abroad completes a legalisation chain: authentication in the country of origin, legalisation by the UAE embassy or consulate in that country, and a final attestation by the UAE Ministry of Foreign Affairs (MOFA, also written MOFA). Because the UAE is not a member of the Hague Apostille Convention, an apostille is never enough on its own for UAE use — the embassy and ministry steps still apply. AttestPort handles the whole chain end to end with free doorstep pickup and delivery across Dubai: we collect your original documents, complete every government step on your behalf, and deliver them back attested.

How Document Attestation Works in the UAE

Attestation is a chain of official checks, and which way it runs depends on where your document was issued and where it will be used. A document issued abroad for use in the UAE is authenticated in its home country, legalised by the UAE embassy or consulate in that country, and given a final MOFA attestation once it reaches the UAE — with an MOJ-certified Arabic legal translation where the receiving authority needs one. A document issued in the UAE for use abroad runs the reverse order: MOFA attestation first, then legalisation by the destination country's embassy or consulate here.

The full sequence — and every document type it covers — is set out on our certificate attestation guide. Whatever your document and nationality, the order is fixed, and skipping a step is the single most common reason applications are rejected. That is exactly the part we take off your hands.

Do you just need an apostille? Not for the UAE.

The UAE is not a member of the Hague Apostille Convention, so an apostille is never accepted on its own for use inside the UAE. Even a document from a country that issues apostilles still needs UAE embassy legalisation and the final MOFA stamp — an apostille only replaces the chain between two Hague member countries. Our apostille services page explains exactly when an apostille applies and when it does not.

Attestation, Recognition and Licensing Are Not the Same

A lot of confusion — and a lot of wasted money — comes from treating three different things as one. Attestation authenticates the seals and signatures on a document. Recognition of a foreign higher-education qualification is a separate evaluation handled through the UAE Ministry of Higher Education and Scientific Research, and its University Certificates Recognition reform means attestation is no longer a prerequisite for it. School-level certificate equivalency through the Ministry of Education is different again, and does still require attestation.

Professional licensing adds a fourth path — health authorities, for example, verify credentials directly at source rather than relying on an applicant-submitted stamp. And notarization is its own act: a notary ratifies a signature. AttestPort is not a notary — we facilitate that step and run the attestation chain around it. Getting these distinctions right the first time is the difference between one clean process and three false starts.
