USA Certificate Attestation in Dubai & UAE — Authentication, Not Apostille

Does a US apostille work in the UAE?

No. The UAE is not party to the Hague Apostille Convention, so a US document needs consular legalization, not an apostille: authentication at the right level first — the US Department of State for personal and educational documents, or your state Secretary of State for corporate ones — then UAE Embassy legalization in Washington DC, then MOFA attestation in the UAE.

About USA Certificate Attestation

Americans and US-educated professionals moving to Dubai run into the same problem: an apostille is the easiest US certification to obtain, and it is the wrong document for the UAE. The United States is a Hague Apostille Convention member; the UAE is not. The US Department of State issues two different certificates and the destination country decides which one you get — an apostille for Hague countries, an authentication certificate for everywhere else. For the UAE, it is always the authentication certificate. That single fact is where most rejected US documents go wrong. The rest of the chain is straightforward once you know it: your document is authenticated in the United States, legalized by the UAE Embassy in Washington DC, and finally attested by the UAE Ministry of Foreign Affairs (MOFA) once it reaches the Emirates. What changes from document to document is *which* US authority authenticates it first — and that routing is genuinely counter-intuitive (see the chain below). One thing to rule out early: the US Embassy in Abu Dhabi and the US Consulate General in Dubai do not authenticate US-issued documents for use in the UAE. That work is done in the United States. AttestPort coordinates the US-side chain through our partners, handles the MOFA attestation here, and collects and delivers at your door in Dubai.

Apostille or Authentication? The Answer That Decides Your Whole Chain

The US Department of State’s Office of Authentications issues both apostille certificates and authentication certificates, and its own rule is simple: the country where you will use the document determines which one you get. Apostille certificates are for countries in the 1961 Hague Convention; authentication certificates are for countries that are not. The State Department’s own country information for the United Arab Emirates answers the membership question in one word — under “Party to Hague Apostille Convention?” it says “No.”

So a US document bound for the UAE takes the authentication certificate route, and an apostille will not substitute for it. If you have already paid for an apostille from the US Department of State, it does not carry the chain — the UAE Embassy legalization and MOFA attestation are still required, and the authentication certificate is what the embassy expects to see. This is a common and costly mistake in this corridor. A state-level certificate is a different matter: several states, including California, Texas, Pennsylvania, Washington and Colorado, issue one certificate for every destination, and some of them call it an Apostille; for personal and educational documents, that state certificate can be the right state step, with the State Department's authentication certificate still to follow.

The Chain, Document by Document — and Why the Routing Surprises People

Every US document ends the same way: UAE Embassy legalization in Washington DC, then MOFA attestation in the UAE. What differs is which American authority signs off first — and the split is the opposite of what most people assume.

  • Personal documents (birth, marriage, death, divorce): certified copy → your issuing state’s authenticating authority → US Department of State authentication certificate → UAE Embassy → MOFA. The UAE Embassy requires the FEDERAL State Department step for these.
  • Educational documents (degree, diploma, transcript): the same route as personal documents — state authority, then the FEDERAL US Department of State authentication certificate, then UAE Embassy and MOFA.
  • Business and corporate documents: notarized where applicable → your LOCAL Secretary of State — and the UAE Embassy accepts that state-level attestation directly, without the federal State Department step. This is the inversion: personal and educational go federal; corporate stops at the state. Specific trade documents are a further wrinkle — a certificate of origin, for example, can additionally carry certification from the National U.S.-Arab Chamber of Commerce, so confirm the exact route for your document type before you start.
  • FBI Identity History Summary (the US police-clearance equivalent): it is federal, so it skips the state entirely — the FBI authenticates it at the time of issue, then it goes straight to the US Department of State, then UAE Embassy and MOFA.
  • A LOCAL police record is not the same thing: because it is a state-level document, it does need your state’s Secretary of State before the federal step.

Which State Authority? It Is Not Always the Secretary of State

For a state-issued document, the State Department requires it to be authenticated first by the authority in the state that issued it — and it names that authority as the state’s secretary of state, a lieutenant governor, or another designated authority, depending on the state. There is no single all-America answer, and the required office varies by state. The safe move is to confirm the correct authority for your issuing state before anything is mailed; quoting the wrong office costs weeks.

One trap worth stating plainly, because it voids documents: do not notarize a federal document. The State Department’s instruction is explicit — “Do not notarize your document. Your document will no longer be valid if it is notarized.” If a translation is required, the translation is what gets notarized, never the original.

US Birth Certificate Attestation for the UAE

Birth certificates are the most common US personal document in this corridor, usually for a UAE family or dependant visa. The document has to be a certified copy issued by the vital records office of the state (or city/county) where the birth was registered, with original seals and signatures and a date of issuance — the federal government does not hold these records.

Two versions get rejected routinely. The first is the decorative hospital certificate with the footprints: as one state health department puts it, hospital commemorative certificates “are not birth certificates and are not acceptable for legal or governmental purposes.” The second is subtler — several states also sell a non-certified “informational” copy that looks official but carries a watermark saying it cannot be used for legal purposes. Order the certified copy, then the chain runs: state authority → US Department of State → UAE Embassy → MOFA.

US Degree & Transcript Attestation for a UAE Job

A US degree used for a UAE employment visa or a professional licence follows the personal-document route: the issuing state’s authenticating authority, then the federal US Department of State authentication certificate, then the UAE Embassy in Washington DC, then MOFA here.

Two practical points. Degrees and transcripts are state documents, so they need that state-level step even though the university is private — the notarized registrar signature or the state-issued certification is what the state authenticates. And if your employer or the regulator also asks for UAE recognition of the qualification, that is a separate process run by the Ministry of Higher Education and Scientific Research (MoHESR) — attesting the degree is not a prerequisite for it, and recognition does not replace the attestation you need for employment.

No, the US Consulate in Dubai Cannot Stamp Your US Documents

This one sends people across town for nothing. The US mission in the UAE states it directly: “The U.S. Embassy will not provide authentication services for U.S.-issued documents to be used in UAE.” It even pre-empts the specific scenario — if you are applying for a UAE residency visa and someone tells you to get your civil or educational documents “stamped” at the US Embassy, that is not a service the Embassy can provide.

US-issued documents are authenticated in the United States. If your document is already here in the UAE and has not been through the US chain, it has to go back — which is exactly the courier and coordination work we handle, so you are not managing state offices and a federal office from a different time zone.

Using a UAE Document in the USA? The Reverse Route

The other direction works differently, and here the US mission in the UAE is involved. Because the UAE is not a Hague member, a UAE-issued document cannot be apostilled for American use. Instead it is attested by MOFA first, and then authenticated by a US consular officer — whose authentication certifies the seal and signature of the UAE official, not the contents of the document.

Which US mission handles it follows where the document was attested: documents attested in Abu Dhabi go to the US Embassy in Abu Dhabi, and the US Consulate General in Dubai serves its side. These are appointment-based services. We handle the MOFA stage and your document logistics; we do not promise US mission turnaround times, which have been disrupted at points during 2026.

How Long US Certificate Attestation Really Takes

Be sceptical of short promises on this corridor — the federal step alone is not fast. The US Department of State publishes its own processing times: within five weeks from receipt for requests sent by mail, or within seven business days for a walk-in drop-off; a same-day appointment is possible only for someone who must travel abroad within two weeks because an immediate family member outside the United States has died, is dying or in hospice care, or has a life-threatening illness or injury, and only if the Department approves it (State Department, updated 1 September 2026).

The state-level step comes before it, and the UAE Embassy legalization and the MOFA step after it (on the Houston consulate's digital route, one application covers both), and each of those offices sets its own pace, so adding them up would promise more than any of them does. Instead, we confirm a realistic timeline for your specific document and state before starting, and you can ask us on WhatsApp for an update at any time.

What US Certificate Attestation Costs

There are official fees at several layers — the state authenticating authority, a per-document US Department of State fee, the UAE Embassy legalization, and MOFA attestation — plus secure courier between them. The totals move with document type, how many documents you send together, the issuing state, and the speed you choose, so a single flat number would be misleading.

Message us on WhatsApp with the document type and issuing state and you will get an itemized instant quote covering every official fee plus our service, with no obligation.

Documents Required

  • Original or certified copy of the US document (original seals and signatures, with a date of issuance)
  • US passport copy (or the document holder's photo ID)
  • Emirates ID and UAE visa copy (if you are already in the UAE)
  • Certified translation, where the receiving UAE authority requires one (the translation is notarized, never the original)
  • Authorization letter (we prepare this — it lets us collect, courier and complete MOFA on your behalf)

How USA Certificate Attestation Works

1

WhatsApp Us & Doorstep Pickup

Tell us the document type and issuing state. We confirm the exact route — federal or state-level first — and collect the documents from your location in Dubai.

2

State-Level Authentication (State Documents)

Birth, marriage, degree and transcript documents are authenticated by the issuing state's designated authority. Federal documents such as an FBI Identity History Summary skip this step entirely.

3

US Department of State Authentication Certificate

The federal Office of Authentications issues an authentication certificate — not an apostille — because the UAE is not a Hague Convention country. Corporate documents go from the state Secretary of State straight to the embassy, skipping the federal step.

4

UAE Embassy Legalization (Washington DC)

The UAE Embassy in Washington DC legalizes the authenticated document for use in the Emirates.

5

MOFA Attestation & Doorstep Delivery

We complete the final UAE Ministry of Foreign Affairs attestation here and deliver the documents back to your door in Dubai.

Processing Time

The US Department of State publishes its own step: within five weeks of receipt by mail, or within seven business days for a walk-in drop-off; the state and UAE steps vary by route

USA Certificate Attestation — Frequently Asked Questions

No. The UAE is not a party to the Hague Apostille Convention — the US State Department's own country information for the UAE answers “Party to Hague Apostille Convention?” with “No.” A US document therefore needs authentication at the right level instead — the US Department of State for personal and educational documents, or your state Secretary of State for corporate ones — then UAE Embassy legalization in Washington DC and MOFA attestation in the UAE. An apostille does not replace those steps.
