Commercial Document Attestation in Dubai & UAE — Business Documents, at Your Doorstep

What is commercial document attestation, and how is it different from personal document attestation?

Commercial document attestation is the government legalisation chain that makes a company's documents — a trade licence, certificate of incorporation, memorandum or articles of association, board resolution or commercial power of attorney — legally usable in the UAE or abroad. It works like personal-document attestation but with two business-specific differences: commercial documents often need an extra Chamber of Commerce authentication step, especially privately-signed ones, and MOFA charges a higher official fee for commercial documents than for personal ones. Because the UAE is not a member of the Hague Apostille Convention, a foreign business document still needs the full chain — origin-country authentication, UAE embassy or consulate legalisation, and final MOFA attestation — and an apostille on its own is never enough. Commercial invoices and certificates of origin are the exception: they are attested through MOFA's separate eDAS system, not the ordinary service, and at a lower fee tier than other commercial documents. AttestPort collects your originals from your office anywhere in Dubai and handles the entire chain.

About Commercial Document Attestation

Commercial document attestation is how a company's paperwork — trade licences, certificates of incorporation, memoranda and articles of association, board resolutions, commercial powers of attorney, invoices and certificates of origin — is officially legalised so it can be used for company formation, branch registration, banking, tenders or cross-border trade. It follows the same government chain as personal-document attestation, but business documents carry their own rules: they often add a Chamber of Commerce authentication step, they are charged at a higher official MOFA fee tier, and trade documents such as commercial invoices route through MOFA's separate eDAS system. AttestPort runs the whole process for businesses — we collect your originals from your Dubai office, complete every step from origin-country authentication through the UAE embassy to the final MOFA attestation, and deliver the attested documents back.

Why UAE businesses need commercial document attestation

A company document issued in one country has no automatic legal standing in another. Commercial document attestation is how the UAE government satisfies itself that a foreign company's paperwork is genuine before it is relied on for anything official — and for a business expanding into or trading with the UAE, that requirement turns up at almost every step.

You will be asked for attested commercial documents when you set up a company or register a branch or subsidiary, when you open a corporate bank account, when you bid for a government or private tender, when you appoint a manager or authorised signatory, and when you import goods or establish a distribution agreement. Submit an unattested foreign company document and the application is refused, so attestation is best planned into your setup timeline from the start.

Which documents count as commercial

MOFA classifies documents as commercial by their nature and contents, not merely their title. The main categories each have their own dedicated route on our site.

The commercial attestation chain — including the Chamber of Commerce step

Commercial documents follow the same overall legalisation chain as personal ones, with one business-specific addition. For a document issued abroad, the order is: the document is issued or certified in its country of origin (a registry-issued trade licence or certificate of incorporation may be authenticated directly by the competent registry, while a privately-signed board resolution or power of attorney is notarised first); it is then authenticated by the relevant Chamber of Commerce where required; then by the origin country's foreign ministry; then legalised by the UAE embassy or consulate there; and finally attested by MOFA in the UAE.

The Chamber of Commerce step is the part that distinguishes commercial attestation from personal attestation — personal documents do not pass through a chamber of commerce. If you are earlier in the journey, the UAE embassy legalisation step is what comes before MOFA, and our certificate attestation guide sets out the complete chain end to end.

Is the Chamber of Commerce step always required?

Not always — it is common but conditional, and getting this right saves wasted trips. A Chamber of Commerce authentication is more characteristic of commercial documents than personal ones, and it is most often needed for privately-signed documents such as board resolutions, commercial agreements and corporate powers of attorney. A registry-issued certificate of incorporation or trade licence may not need a separate chamber stamp if the competent government registry's own authentication is accepted.

Whether the step is mandatory depends on the specific document, the issuing country and the UAE mission's local checklist, so we confirm the exact requirements per document rather than assume a chamber stamp is always needed — or that it can replace notarisation, the origin-country foreign-ministry step or UAE legalisation.

Commercial invoices and certificates of origin: the eDAS route

Trade documents are the exception to everything above. Commercial invoices and certificates of origin for goods imported into the UAE are not attested through the ordinary corporate-document service — MOFA processes them through a separate digital channel called eDAS, its Electronic Documents Attestation System.

Through eDAS a company registers using its trade licence, submits the invoice or certificate-of-origin data and files, pays online, and receives a digitally stamped, QR-verifiable attestation, with a physical MOFA seal available on request. The practical point to remember is simple: do not put a commercial invoice or certificate of origin through the ordinary attestation application — it belongs in eDAS. We handle either route for you.

Why commercial documents cost more than personal — and the invoice exception

MOFA charges a higher official fee for commercial documents than for personal ones. The classification follows the document's nature and contents rather than its title — a power of attorney granting commercial authority, for example, is treated as a commercial document even though a personal power of attorney is not.

There is one notable exception: commercial invoices and certificates of origin handled through eDAS are attested at a lower tier than other commercial documents. Because official fees are set by MOFA and vary by document type and route — and there are separate fees at the earlier origin-country, chamber and embassy stages — we confirm exactly which fees apply to your documents and give you a clear, itemised quote rather than a figure that would be wrong for most cases. Commercial attestation vs apostille — why an apostille alone is never enough

Companies from Hague Apostille countries often assume an apostille is all they need. For UAE use, it is not. The UAE is not a member of the Hague Apostille Convention, so an apostille is never sufficient on its own for a business document used inside the UAE — even when the document comes from a Hague country such as the UK, the USA, Germany or Singapore.

Whatever the country of origin, a UAE-bound commercial document still needs the full chain ending with MOFA. Where your country issues an apostille, it can serve as the origin-country authentication that the UAE embassy accepts before the document moves on to embassy legalisation and the final MOFA step — but it never replaces those steps. See our apostille services page for how the apostille fits into the wider chain.

Free-zone and mainland company documents

Where your documents come from changes the first step. A document issued by a UAE free zone — a free-zone trade licence, for example — is typically certified by the relevant free-zone authority before MOFA attestation, and each major free zone runs its own registration and documentation rules. A document issued abroad follows the full foreign chain described above before it reaches MOFA.

Free zones also differ on timing: some accept attested copies to begin registration and allow a window to submit attested originals, while others require full attestation before the application is accepted. We confirm the exact requirements of your free zone or the mainland licensing authority before starting, so nothing is submitted out of order.

Using your UAE commercial documents abroad

Attestation runs in both directions. To use a UAE-issued company document — a UAE trade licence, a board resolution or a certificate from a UAE registry — in another country, the direction reverses: MOFA attests the UAE document first, and then the embassy or consulate of the destination country here in the UAE legalises it. The UAE does not issue apostilles, so a UAE-issued commercial document is never apostilled, even when the destination is a Hague member state. Tell us the document and where it will be used and we map the exact route.

How long commercial document attestation takes

The final MOFA step is the quickest and most predictable part — about one to three business days by approved courier for a corporate document, while commercial invoices and certificates of origin are attested digitally through eDAS. What varies is everything before it.

For a foreign document, the origin-country certification, the Chamber of Commerce step where it applies, and the UAE embassy legalisation all happen abroad and differ from one country to the next, so there is no single honest end-to-end figure. We give you a realistic estimate once we know your documents and where they were issued, and for a business setup we plan the batch around your registration deadline.

Common reasons commercial documents are rejected

Most rejections come down to a short, avoidable list, which is why we pre-check every document before it is submitted.

  • A missing chamber or notarisation step for a privately-signed document that needed one
  • An incomplete chain — a foreign document that has not been legalised by the UAE embassy or consulate first
  • Lamination — the original has to be inspected, so a laminated document is rejected
  • Wrong language — a document in neither Arabic nor English needs an MOJ-certified legal translation before it can be attested
  • Routing a commercial invoice or certificate of origin through the ordinary service instead of eDAS

Our doorstep service for businesses — and when you must attend in person

Commercial document attestation is built for business convenience. Because corporate documents are attested from the originals and submitted online or by approved courier, you never need to send a director to a government counter — we collect from your Dubai office, run the full chain including any Chamber of Commerce or free-zone step, keep you updated on WhatsApp, and deliver the attested documents back.

The one honest exception is a commercial power of attorney: the person granting it must sign before a notary in person, which no provider can remove. For that we still handle everything around the single step that has to be the signatory, so your team keeps the convenience for every other document while we are upfront about the part the law reserves for a person.

Documents Required

  • Original commercial document to be attested (must not be laminated)
  • For a foreign document: prior authentication complete where applicable (notarisation, Chamber of Commerce, origin-country authentication and UAE embassy legalisation)
  • Document in Arabic or English, or accompanied by an MOJ-certified legal translation
  • Company trade licence copy (for identification and, for invoices/certificates of origin, the eDAS account)
  • Passport / Emirates ID of the authorised signatory

How Commercial Document Attestation Works

1

Free Consultation

Tell us your document types and where they were issued. We confirm the exact chain each one needs — including whether a Chamber of Commerce, free-zone or notarisation step applies — and give you a transparent quote and an honest timeline.

2

Office Document Collection

Our representative collects your original documents from your office or any location across Dubai — you never need to visit a government counter.

3

Notarisation & Chamber of Commerce

Where required, privately-signed documents are notarised and authenticated by the relevant Chamber of Commerce or business registry before legalisation.

4

Origin-Country & UAE Embassy Legalisation

For a foreign document, it is authenticated in the country of issue and legalised by the UAE embassy or consulate there — the step an apostille cannot replace for UAE use.

5

MOFA / eDAS Attestation

Final MOFA attestation for corporate documents, or MOFA's separate eDAS route for commercial invoices and certificates of origin.

6

Doorstep Delivery

Your fully attested business documents are delivered back to your office, ready to submit to a free zone, bank, court or overseas authority.

Processing Time

The final MOFA step is quick — about one to three business days by approved courier for a corporate document — and commercial invoices and certificates of origin are attested digitally through eDAS. A foreign business document takes longer overall, because the origin-country, Chamber of Commerce and UAE-embassy steps happen abroad and vary by country and document, so ask us for an estimate for your specific set of documents.
