Indian Certificate Attestation in Dubai & UAE — Doorstep Pickup & Delivery

How do I attest an Indian certificate for use in the UAE?

To attest an Indian certificate for the UAE: authenticate it in India (notary, then the state authority — HRD, SDM or Home Department depending on the state and document — then MEA Normal Attestation), followed by UAE Embassy legalization in India and final MOFA attestation in the UAE. An apostille never replaces the UAE steps.

About Indian Certificate Attestation

Indian nationals form the largest expatriate community in the UAE, and Indian certificate attestation — degrees, marriage certificates, birth certificates, experience letters — is the most requested attestation corridor in Dubai. Every Indian certificate used for a UAE employment visa, family visa, school admission or licensing application must complete the full legalization chain: authentication in India, legalization by the UAE Embassy in India, and final attestation by the UAE Ministry of Foreign Affairs (MOFA). There are two practical routes. If your document is still in India, the chain runs entirely there: notary, state-level authentication, MEA (Ministry of External Affairs) attestation, then the UAE Embassy — whose digital attestation service now issues the embassy and MOFA attestations together. If your document is already with you in the UAE, the Indian mission here can attest it — the Embassy in Abu Dhabi and the Consulate General in Dubai perform attestation of India-issued certificates (in Dubai, this attestation is booked through the Indian missions’ official appointment portal — currently appointment-only) — provided the correct India-side authentication for that document type was completed first. AttestPort runs both routes end to end: our partners in India handle the notary, state and MEA stages for documents in India, and our Dubai team handles doorstep pickup and delivery, the final MOFA attestation, and step-by-step guidance anywhere in Dubai. The consular attestation itself is an appointment you book free on the missions’ official portal.

The Indian Certificate Attestation Chain, Document by Document

Every Indian document follows the same three-stage skeleton — India-side authentication, UAE Embassy legalization, MOFA attestation — but the India-side authorities change with the document type. Getting the right pre-authentication is what decides whether the chain moves smoothly or bounces.

  • Educational certificates (degree, diploma, transcript): Notary → state-level authentication (HRD, SDM or the state’s Regional Authentication Centre, depending on the issuing state) → MEA Normal Attestation → UAE Embassy in India → MOFA.
  • Personal certificates (marriage, birth, divorce, death): Notary → the issuing state’s Home Department (General Administration Branch) → MEA → UAE Embassy → MOFA.
  • Commercial documents: the standard chain applies, with one verified exception — commercial invoices and certificates of origin are excluded from embassy attestation and go through MOFA’s eDAS 2.0 channel instead.
  • Police clearance certificates (PCC): an Indian PCC is issued, not attested — it follows its own application process rather than this chain.

Indian Embassy Attestation in the UAE — Without Flying Home

The question we hear most: my degree is here with me in Dubai — do I have to send it back to India? Usually not. This is Indian embassy attestation in the UAE: the Embassy in Abu Dhabi and the Consulate General of India in Dubai attest academic certificates, diplomas, and marriage and birth certificates issued in India — on the condition that the correct India-side authentication is already on the document. For educational certificates that means the state authority (HRD or SDM) and MEA; for marriage and birth certificates it means the issuing state’s Home Department (General Administration Branch). If those stamps are missing, the document must first go through them in India; our India partners handle that leg by courier so you never fly for a stamp.

As of mid-2026, attestation by the Indian missions in the UAE is appointment-only and booked free through their official portal (book.passportindiauae.com); the Dubai consulate has stopped walk-ins. Provider arrangements have been changing through 2026, and the missions caution that no third party is authorised to charge for or arrange these appointments — so book yours directly through the free official portal. AttestPort handles the document side: doorstep collection and return, the India-side authentication chain through our partners, and the final MOFA attestation, plus guidance on booking your free appointment.

After the mission attests, MOFA attestation completes the chain for UAE use. We handle that final stage in the same engagement.

HRD, SDM or Home Department? India’s State-by-State Variation

India’s state-level authentication is the step most people get wrong, because the correct authority depends on which state issued the document and what type it is. Educational documents route through the state HRD department in some states, the SDM (Sub-Divisional Magistrate) in others, and MEA’s network of Regional Authentication Centres ties the system together. Personal documents route through the state Home Department instead. There is no single all-India answer — the requirement is “the authority your state designates for your document type,” and quoting the wrong one costs weeks.

Two more India-side realities worth knowing: MEA stopped accepting walk-in submissions in 2012 — documents go through its outsourced service providers — and e-Sanad is MEA’s online attestation channel. AttestPort’s India partners identify the correct state route for your specific certificate before anything is couriered, so the chain is right the first time.

Apostille vs Attestation for Indian Certificates

India has been a member of the Hague Apostille Convention since 2005, and MEA issues two different products: an apostille, for documents going to fellow Hague-member countries, and Normal Attestation, for countries that are not members. The UAE is not a party to the Apostille Convention — so an Indian certificate bound for the UAE takes MEA Normal Attestation, and no apostille can replace the UAE Embassy legalization or the MOFA attestation.

If your Indian certificate already carries an apostille, it still needs the UAE-side chain to be valid here. This is the single most common misunderstanding in this corridor, and pages that tell you an apostille “covers” the UAE are wrong.

Using UAE Documents in India? The Reverse Route

Attestation runs the other way too. A salary certificate, sponsorship declaration or company document issued in the UAE and needed in India — for a loan, a visa sponsorship, a court matter — is first attested by MOFA (Consular Section), then by the Indian Embassy or Consulate. This consular attestation is booked through the missions’ official appointment portal (the Dubai consulate is appointment-only); timelines depend on the current appointment system.

One presence exception: a Power of Attorney or sworn affidavit must be signed in front of the consular officer, so the signatory attends in person for that document class. AttestPort handles the MOFA step and your document logistics; the consular appointment is booked directly through the free official portal.

How Long Indian Certificate Attestation Takes

Timelines are operational estimates, not official processing standards — they move with embassy workload, the issuing state’s speed, and season. As working ranges from our processing experience: the full chain from India typically runs 10–15 working days; if MEA attestation is already done, the UAE-side steps typically take 5–7 working days. These are operational estimates, subject to the current appointment system, and we confirm a realistic timeline for your specific document and state before we start; you can ask us on WhatsApp for an update at any time.

What Indian Certificate Attestation Costs in Dubai

The chain carries official fees at several layers — the state authentication, MEA’s attestation through its service providers, the Indian mission’s consular fee, and MOFA’s attestation fee — and the totals vary by document type, the issuing state, and how fast you need it. Rather than quote a misleading flat number, we confirm the exact all-in cost for your specific document upfront: message us on WhatsApp with the document type and issuing state, and you’ll get an itemized instant quote with no obligation.

Documents Required

  • Original certificate (with India-side authentication stamps, where already done)
  • Passport copy (Indian passport)
  • Emirates ID copy (if you are in the UAE)
  • UAE residence visa copy (if applicable)
  • Passport-size photographs (where the mission requires them)
  • Authorization letter (we prepare this — it lets us collect, courier and complete MOFA on your behalf)

How Indian Certificate Attestation Works

1

WhatsApp Us & Doorstep Pickup

Tell us the document type and issuing state. We confirm the exact route and timeline, then collect the documents from your location in Dubai.

2

India-Side Authentication

For documents still needing India-side stamps: notary, then the correct state authority (HRD, SDM or Home Department, depending on state and document type), then MEA Normal Attestation — handled by our India partners.

3

UAE Embassy Legalization

The UAE Embassy in India legalizes the MEA-attested document — its digital attestation service issues the embassy and MOFA attestations together. For documents already in the UAE, the Indian mission attests it — booked through the missions’ official appointment portal (appointment-only) — before MOFA.

4

MOFA Attestation

Final attestation by the UAE Ministry of Foreign Affairs completes the chain for UAE use.

5

Indian Certificate Attestation — Frequently Asked Questions

If the degree already carries its India-side stamps (state authority + MEA Normal Attestation), the Indian mission in the UAE can attest it — booked through the official appointment portal — followed by MOFA attestation, with no travel to India needed. If the India-side stamps are missing, that leg is completed first: notary, the state authority for your issuing state (HRD or SDM), then MEA. AttestPort runs both legs and collects and delivers at your door.
