MOFA Attestation in Dubai & UAE — The Final Legalisation Step, Done at Your Doorstep

What is MOFA attestation, and is it the same as MOFAIC?

MOFA attestation is the final step in legalising a document for use in the UAE: the Ministry of Foreign Affairs — the ministry formerly called MOFAIC, the Ministry of Foreign Affairs and International Cooperation — confirms that the signatures and seals on the document are genuine. For a document issued abroad it comes last, after that document has already been authenticated in its home country and legalised by the UAE embassy or consulate there; because the UAE is not a member of the Hague Apostille Convention, an apostille never replaces this chain. The step is completed online through mofa.gov.ae using UAE Pass — within about two hours for eligible UAE-issued digital documents, or about one to three business days by approved courier for paper documents — and it is a separate process from qualification recognition. AttestPort handles the whole MOFA submission with doorstep pickup and delivery across Dubai.

About MOFA Attestation

MOFA attestation is the final government check that makes a document legally usable in the UAE — the stamp from the Ministry of Foreign Affairs (formerly the Ministry of Foreign Affairs and International Cooperation, or MOFAIC — a name still seen on older stamps) confirming that every earlier signature and seal on the document is genuine. For a certificate issued abroad it is the last link in the chain, applied only after the document has been authenticated in its home country and legalised by the UAE embassy or consulate there; without it, UAE employers, government departments, courts and universities will not accept the document. The step is handled entirely online through mofa.gov.ae using UAE Pass, so there is no counter to queue at — and AttestPort can run the whole submission for you, collecting your original anywhere in Dubai and delivering the attested document back to your door.

Why the UAE requires MOFA attestation

MOFA attestation is not optional paperwork — it is the final gate a foreign document has to pass through before any UAE authority will treat it as real. Because a certificate issued in another country has no automatic legal status here, the Ministry of Foreign Affairs verifies the chain of stamps behind it and adds the one that UAE departments actually check for.

You will be asked for MOFA-attested documents at almost every major milestone as an expat in the UAE.

  • Employment — MOHRE requires an attested degree before a skilled-worker permit is issued
  • Family sponsorship — attested marriage and birth certificates to sponsor a spouse or children
  • Education — attested degrees, transcripts and school transfer certificates for admission and equivalency
  • Business setup — attested commercial documents to register a company or a branch office
  • Golden Visa and licensing — an attested or officially recognised qualification for eligible categories

MOFA or MOFAIC — are they the same thing?

This trips up a lot of people, because the ministry's name changed. MOFA and MOFAIC are the same UAE federal ministry. MOFAIC stands for the Ministry of Foreign Affairs and International Cooperation — the former name, which you will still see on older attestation stamps and on some services — while MOFA is the current name. Whichever label a form, a website or a stamp uses, it refers to the one authority that performs the final attestation.

The same is true of the stamp itself. The Ministry has moved from the older green circular seal to a newer digital attestation stamp carrying a QR code and a security barcode, but both remain valid — an older document with the traditional seal does not need to be redone simply because the format has since changed.

Where MOFA attestation fits: the final step of the chain

MOFA attestation is the last step, not the whole process — and for a document issued outside the UAE that distinction matters. Before the Ministry will attest a foreign certificate, that certificate must already have been authenticated in the country that issued it and then legalised by the UAE embassy or consulate responsible for that country. MOFA confirms those earlier stamps; it does not replace them.

So the honest order for a foreign document is: home-country authentication, then UAE embassy or consulate legalisation abroad, then the final MOFA attestation once it reaches the UAE. If you are earlier in that journey, the embassy attestation step is what comes before MOFA, and our certificate attestation guide walks through the complete chain end to end.

MOFA attestation vs apostille: why an apostille alone is never enough

One of the most common and costly misconceptions is that an apostille can stand in for MOFA attestation. It cannot. The UAE is not a member of the Hague Apostille Convention, so an apostille — the single certificate that Hague countries accept from one another — is never sufficient on its own for a document used inside the UAE, even when the document comes from a Hague country such as the UK, the USA, Canada, Australia, France or Germany.

Whatever the country of origin, a UAE-bound document still needs the full chain ending with MOFA. Where your country issues an apostille, that apostille simply completes the home-country step before the document moves on to UAE embassy legalisation and the final MOFA attestation. Treat any advice that an apostille alone will do for the UAE as a warning sign, and see our apostille services page for how the apostille fits into the wider chain.

The two MOFA routes: digital and approved courier

MOFA handles the final attestation through two routes, and knowing which one applies avoids disappointment about timing. The fully digital route is fast — around two hours during official working hours — but it applies only to eligible UAE-issued digital documents that already carry a built-in verification feature such as a QR code, barcode or reference number. A scan or photograph of a paper certificate does not qualify.

Everything else — including every foreign document completing the inbound chain — goes through the approved-courier route, where the application and payment are made online and an approved courier collects and returns the original, usually within about one to three business days. So the two-hour figure you may see quoted is real, but it is not the timeline for a foreign paper certificate; that document uses the courier route. Documents must not be laminated for either route.

Can you go straight to MOFA? Appointments and doing it yourself

A frequent question is whether you can skip the embassy and take a foreign document straight to MOFA, or whether you need a MOFA appointment. For a foreign document the answer is no — MOFA is the final step and will reject a certificate that has not first been legalised by the UAE embassy or consulate abroad. An online application can sometimes bundle stages together, but the embassy legalisation is a genuine prerequisite, never something to skip.

On appointments, the modern process is reassuring: because MOFA attestation is done online or by approved courier, there is no counter appointment for you to book and no queue to stand in. You can do it yourself by signing in to mofa.gov.ae with UAE Pass, choosing the service and paying online — or you can hand the whole thing to us. The difference is simply who does the work: with AttestPort you never log in, schedule a courier or track a submission, because we do all of it and keep you updated on WhatsApp.

Which documents MOFA attests

MOFA attests the full range of foreign and UAE-issued documents, which fall into three families, each with its own dedicated route on our site.

  • Educational — degree certificate attestation, diplomas, transcripts, marksheets and school transfer certificates, used for work permits, licensing, admission and equivalency
  • Personal — birth, marriage, divorce and death certificates, police clearance certificates, and experience and medical certificates
  • Commercial — trade licences, articles of association, board resolutions and powers of attorney, handled as commercial document attestation

Commercial invoices and certificates of origin: the eDAS exception

One category sits outside the standard attestation service. Commercial invoices and certificates of origin are attested through MOFA's separate eDAS commercial channel — the Electronic Documents Attestation System — rather than the ordinary route used for personal, educational and other commercial documents. If your paperwork is trade-related, it is worth confirming which channel applies, and we own that detail on the commercial documents page.

MOFA attestation is not the same as recognition or equivalency

Attestation proves a document is authentic. It does not, on its own, mean a qualification is recognised or that you are licensed to practise — and mixing these up causes real delays. For a foreign higher-education qualification, recognition is a separate service run by the Ministry of Higher Education and Scientific Research through its University Certificates Recognition system, which no longer requires you to attest a previous degree before it can be recognised.

School-level certificates work differently: equivalency of a Grade 12 or transfer certificate is handled by the Ministry of Education and still requires the certificate to be attested first. Professional licensing is different again — healthcare regulators such as DHA, DOH and MOHAP rely on primary-source verification, confirming credentials directly with the issuing institution rather than accepting a self-attested certificate. Our certificate equivalency and recognition service explains which path applies to you.

How long MOFA attestation takes

The MOFA step itself is quick and predictable — around two hours for an eligible UAE-issued digital document during working hours, or about one to three business days by approved courier for a paper document. What varies is everything that happens before it.

For a foreign certificate, the home-country authentication and UAE embassy steps take place abroad and differ widely from one country to the next, so there is no single honest end-to-end number that would be true for everyone. Rather than quote a figure that cannot hold across every corridor, we give you a realistic estimate once we know your document and country of origin.

What MOFA attestation costs

An official MOFA fee applies to every attestation, and it is not a single flat figure: it depends on the document and the route, and commercial documents carry a higher official fee than personal ones. There are also fees at the earlier stages — the authority in the country of issue and the UAE embassy or consulate — because those are set by different governments.

Because those charges vary by document type and country, no honest provider can publish one universal price that holds for everyone, and figures quoted online date quickly. Instead of a number that would be wrong for most people, we confirm exactly which fees apply to your specific documents and give you a clear, itemised quote up front — message us for an instant quote.

How to verify and track a MOFA attestation

Because a MOFA stamp is valuable, the UAE lets anyone confirm one for free, which also protects you against a provider who takes a fee without doing the work. A digitally attested document carries a QR code, barcode or reference number that links to the record in MOFA's database.

To verify a document, scan its QR code with your phone or enter the reference number and issue date through MOFA's official verification service at verify.mofa.gov.ae; if the details on screen match the document, the attestation is genuine, and if no record is found, treat it with caution. To follow an application in progress, sign in to mofa.gov.ae and check My Requests using the reference number issued on submission, or follow the courier's tracking link once your original has been collected. MOFA's toll-free support line is 800 44444.

Common reasons MOFA rejects a document — and how we prevent them

Most rejections come down to a short list of avoidable problems, which is why we pre-check every document before it is submitted.

  • An incomplete chain — a foreign document that has not been legalised by the UAE embassy or consulate first will be refused
  • Lamination — the original has to be inspected, so a laminated certificate is rejected; ask the issuer for an unlaminated original
  • Wrong language — a document in neither Arabic nor English needs an MOJ-certified legal translation before it can be attested
  • A name mismatch — differences between the certificate and the passport must be explained or corrected first
  • Copies instead of originals — stamps are applied to the original, so scans and photocopies cannot be attested, though a properly notarised true copy is accepted where the rules allow

Our doorstep service — and when you must attend in person

Doorstep collection and delivery is what we are built around, and for MOFA attestation it fits perfectly: because the submission is online and the original moves by approved courier, you never need to visit a Ministry counter. We collect your document anywhere in Dubai, run the submission — and, for a foreign document, coordinate the home-country and embassy steps that come before it — keep you updated on WhatsApp, and deliver the attested document back to your door.

We are also honest about the few things the law reserves for you in person. A power of attorney attestation needs you to sign before a notary. For those we still handle everything around the one step that has to be you, so you keep the convenience without us pretending a rule does not exist. If your document was issued in another country, our country attestation guides — such as Indian embassy attestation — show how each corridor reaches the final MOFA step.

Documents Required

  • Original document with all prior attestation complete (for a foreign document, UAE embassy or consulate legalisation must already be done)

  • We submit through UAE Pass on your behalf — no portal account or login needed from you

MOFA Attestation — Frequently Asked Questions

MOFA attestation is the final step in legalising a document for the UAE — the Ministry of Foreign Affairs confirming that the signatures and seals on it are genuine. MOFA and MOFAIC are the same federal ministry: MOFAIC (the Ministry of Foreign Affairs and International Cooperation) is the former name, still seen on older stamps and some services, and documents carrying it remain valid. For a foreign document, MOFA is the last step, after home-country authentication and UAE embassy or consulate legalisation; because the UAE is not a Hague Apostille member, an apostille never replaces that chain.
