Equivalency Certificate UAE — MoE & MoHESR University Certificates Recognition 2026
What is an equivalency certificate in the UAE, and who needs one?
Certificate equivalency (equivalency certificate) is the process of evaluating a foreign educational qualification against UAE standards. The UAE Ministry of Education (MoE) handles school-level equivalency, while the Ministry of Higher Education and Scientific Research (MoHESR) handles University Certificates Recognition for degrees issued outside the UAE. It is required for government employment, teaching, engineering licensing, and university admission in the UAE, while healthcare licensing runs on primary-source verification, with a MoE equivalency required only conditionally. Attestation is a separate document-authentication process, and for higher-education recognition the Ministry's published position is unsettled: its service card lists only the graduation certificate and a passport copy, while its FAQ states that a Ministry of Foreign Affairs attestation and the university verification letter are both required — so confirm what your own route needs before applying. School-level certificates presented for equalisation must still be attested. Official government fees apply at both the verification and application stages, and the evaluation typically takes a few weeks once verification is complete.
About Certificate Equivalency
Certificate equivalency — increasingly called recognition at university level — is the formal evaluation that determines whether a foreign qualification is equivalent to a UAE one, and it is handled by two different ministries: the Ministry of Education (MoE) equalises school-level certificates, while the Ministry of Higher Education and Scientific Research (MoHESR) runs University Certificates Recognition for degrees issued outside the UAE. It is not the same as attestation: attestation verifies a document is genuine, recognition evaluates the academic standard — and the Ministry has not settled publicly whether an attestation is required for higher-education recognition — its service card does not list one, its FAQ says one is needed — though school-level certificates presented for equalisation must still be attested and many employers and visa routes still require attested degrees separately. AttestPort runs whichever combination you actually need — the recognition or equivalency application, the attestation chain where it is separately required, and MOJ-certified translation — with doorstep document handling across Dubai.
Attestation, equivalency and recognition — three different things
Most delays in this process come from mixing up three separate ideas. Document attestation proves a certificate is genuine — the government chain of stamps that ends with MOFA. Recognition and equivalency evaluate what a qualification is academically worth in the UAE. And verification is a third step again: the Ministry confirming with your university, through an accredited verification partner, that you really earned the qualification.
Each answers a different question — is the paper real, what is it worth here, and did you really earn it — and each is run by a different authority. This page covers recognition and equivalency; our certificate attestation guide covers the attestation chain end to end.
What the recognition reform actually changed — and what nearly every guide gets wrong
Search results, and even AI-generated answers, widely report that the UAE's updated recognition system removed the requirement to attest your degree. That claim traces to the English rendering of one sentence in the Ministry of Education's 2023 announcement, and the Arabic original of the same announcement says something materially different. It names the cancelled condition as «معيار اعتماد المؤهل السابق للشهادة المراد الاعتراف بها» — the criterion of the accreditation of the qualification held before the certificate for which recognition is sought.
Two things follow from that wording. The operative word is اعتماد, accreditation — not تصديق, the word the Ministry uses everywhere else for attestation, and which does not appear in that announcement at all. And the qualification named is the one held before the certificate being recognised, not the certificate itself. The reform therefore cancelled an accreditation condition attaching to your earlier qualification. It did not remove an attestation requirement from anything.
What the Ministry publishes today is genuinely unsettled, and we would rather tell you that than pick the convenient reading. Its service card for recognition of a qualification issued outside the UAE lists two required documents — the graduation certificate and a passport copy — and names no attestation step in either language. Its FAQ, in English, states that a Ministry of Foreign Affairs attestation and the university verification letter serve different purposes and are both required to complete the recognition process. Nothing published reconciles the two.
So we do not tell you attestation has been dropped for degree recognition. We check the Ministry's current service card against your specific route before anything is submitted, and where an attestation is needed we prepare and route the documents for it. School-level certificates presented for equalisation are a separate and much clearer case — those must still be attested.
Which ministry issues your equivalency certificate — and what each service is called
Two ministries split the work of issuing an equivalency certificate in the UAE, and each uses its own term. For university degrees, masters and doctorates issued outside the UAE, the Ministry of Higher Education and Scientific Research (MoHESR) runs the service now called University Certificates Recognition — the older name, university qualification equivalency, was retired when the system was updated. For school-level certificates (Grade 12 and general education), the Ministry of Education (MoE) runs equalisation, and at school level equivalency is still the current, correct term.
In practice: degrees go to MoHESR for a recognition report, school certificates go to the MoE for an equivalency certificate, and using the right term for the right level tells you instantly which rules apply — including the attestation rule, which differs between the two.
How University Certificates Recognition works — the two-stage process
The recognition route has two stages. First, qualification verification: an accredited verification partner appointed by the Ministry contacts your awarding university directly and confirms the qualification is genuinely yours. Second, the Ministry application itself, submitted online with your documents, after which the evaluation considers the institution's accreditation, the curriculum, credit hours and grading.
On documents, one point is worth getting right: the transcript. You need one that is signed and stamped by your university and covering your whole period of study. Whether it must also be attested is not something the Ministry states on its service card, so check the current requirement for your route before you submit. If you no longer hold an original or a legalised copy, your university records office can issue one. We prepare the whole file, including chasing the university where needed.
School-level (Grade 12) equivalency — where attestation IS still required
The school route keeps the older rules. Certificates presented to the MoE for equalisation must be attested — by the Ministry of Education in the UAE and/or the education authority in the country of issuance — and school certificates in languages other than Arabic and English must be legally translated and duly attested. This applies to Grade 12 and general-education certificates used for university admission and other purposes in the UAE.
So a family with both a degree and a school certificate to process faces two different rules at once: an unsettled attestation position for the degree's recognition, full attestation for the school certificate's equalisation. We run the school-certificate attestation chain and the MoE application together, and coordinate MOJ-certified legal translation where the certificate needs it.
Where an attested degree is separately required — whatever recognition settles on
Whatever the Ministry finally settles for recognition, your degree may still need attestation for other purposes. UAE guidance is explicit that degree certificates obtained outside the UAE need to be attested for employment. Golden-residency rules ask for attested degrees in several categories, and many employers and free zones ask for attested documents as a matter of policy.
There is also a split worth knowing for golden-visa files: for a degree from a foreign university, the authority asks for the recognition report; for a degree from a UAE university, it asks for attestation. The practical answer is to check what the specific employer, regulator or visa route in front of you requires — we confirm it as part of the consultation, and where you need both, we run degree certificate attestation and the recognition application in parallel rather than in sequence.
Healthcare professionals — licensing is primary-source verification
Doctors, nurses, pharmacists and allied-health professionals often assume they need an equivalency certificate for licensing. The licensing model is different: the UAE health regulators — DHA in Dubai, DOH in Abu Dhabi, MOHAP federally — rely on primary-source verification, in which the regulator has your credentials confirmed directly with the issuing institution through its commissioned verification provider, rather than on documents you attest yourself.
A MoE equivalency may still be required conditionally for certain qualifications, and your visa and employment paperwork may separately need attested documents — but the licence itself rests on primary-source verification. We help you map exactly which of the three processes your situation needs, so nothing is done twice.
Engineering, medicine, law — the specialised-profession exception
The updated recognition system carries one important carve-out: its relaxations do not apply to certificates for specialised professions — the announcement gives engineering, medicine and law as examples, and the list is illustrative rather than exhaustive. Qualifications in these fields face additional conditions, and the relevant professional bodies run their own registration requirements on top of recognition.
If your degree is in a specialised profession, plan for the stricter path: recognition plus the profession's own licensing requirements, and attestation wherever the employer, regulator or visa route asks for it. We confirm the current requirements for your specific profession before anything is submitted.
Indian and Pakistani qualifications — home-country bodies vs UAE recognition
Two corridors dominate this process in Dubai, and each has a home-country layer that is often confused with UAE recognition. For India, university documents move through the university and state authorities and the MEA for attestation purposes.
The clean way to think about it: home-country bodies authenticate or equate your qualification at home; the UAE's recognition evaluates it here. Our India document attestation service covers the home-country chain, and our Indian degree holders guide and Pakistani degree holders guide walk through each corridor step by step.
Golden Visa applications and the recognition route
Degree-based Golden Visa categories are one of the most common reasons expats need this process. The rule splits by where the degree comes from: a foreign university degree is supported by the MoHESR recognition report, while a UAE university degree is attested instead. Golden-residency categories for executives and specialists also list attested degrees among their requirements, so many applicants need the recognition report and an attested degree for different parts of the same file.
We prepare Golden Visa education documents as a single package — recognition application, attestation where the category requires it, and translation — so the file arrives consistent the first time.
How long an equivalency certificate takes in the UAE, and what it costs — honestly
The two questions everyone asks about an equivalency certificate in the UAE deserve straight answers. On time: the Ministry evaluation itself typically takes a few weeks once verification is complete, but the verification stage depends on how quickly your awarding university responds, which varies enormously — a responsive university can make the whole process fast, an unresponsive one is the single biggest cause of delay. No provider controls that, so treat any promised fixed total with caution.
On cost: official government fees apply at both the verification stage and the Ministry application, they differ by route, and separate official fees apply wherever you also need attestation. Because the combination differs per person, we confirm exactly which fees apply to your case and give you a clear, itemised quote up front. Message us for an instant quote.
Automatic recognition — UAE-based institutions only
You may have read that some degrees are now recognised automatically. That system exists, but its scope matters: automatic recognition applies to degrees issued by UAE-based higher-education institutions that have completed electronic integration with the Ministry — dozens of institutions and growing. It does not apply to foreign universities, so a degree from abroad still goes through the standard University Certificates Recognition route.
One related caution: the old rank-based recognition conditions you may find in forums and older guides were formally repealed and no longer apply — do not plan your application around them.
Rejected or delayed applications — why it happens and what to do
Applications usually stall for a handful of reasons: the institution's accreditation status, gaps between the transcript and the certificate, missing verification, credit-hour or curriculum shortfalls, or a name mismatch across documents. A rejection is not always final — depending on the reason, an appeal or a re-application with corrected documents can succeed.
We pre-check files against the requirements before submission to catch the avoidable causes, and where an application has already been rejected we review the reasons and map the realistic options — including whether the issue is the qualification itself or just the paperwork around it.

How Certificate Equivalency Works
Free Consultation — Route Check
Tell us the qualification and what it is for. We confirm which route applies — MoHESR University Certificates Recognition for degrees, MoE equivalency for school certificates — and whether your employer, licence or visa separately needs the document attested.
Qualification Verification
The recognition route begins with qualification verification through one of the Ministry's accredited partners, who contact the awarding institution directly. Attestation is a separate process, and for higher-education recognition the Ministry's own surfaces disagree on whether it is required — we check the current service card for your route rather than assume; school-level certificates presented for equalisation must still be attested.
Document Preparation
We prepare the file: the transcript signed and stamped by your university, MOJ-certified translation where needed, and the attestation the MoE requires for the school-level route. Doorstep pickup anywhere in Dubai.
Ministry Application
We prepare and submit the application — to MoHESR for university qualifications, or to the MoE for school-level equivalency — through the official portal with all required documents.
Evaluation & Issuance
The Ministry evaluates your qualification against UAE standards — institution accreditation, curriculum, credit hours and grading — and issues the recognition report or equivalency certificate.
Doorstep Delivery & Next Steps
We deliver the result to your door and, where you also need attestation for an employer or visa, run that chain alongside so nothing waits on anything else.
Processing Time
Timelines are set by the ministries: the evaluation itself typically takes a few weeks once the verification stage is complete, and verification time varies with how quickly your awarding university responds — ask us for a realistic estimate for your qualification and route.

Certificate Equivalency — Frequently Asked Questions
Certificate equivalency is the evaluation of a foreign qualification against UAE standards. The Ministry of Education handles school-level equivalency, and MoHESR handles University Certificates Recognition for degrees issued outside the UAE. It is needed for government employment, regulated professions such as teaching, university admission, and certain visa routes. It is separate from attestation, and for higher-education recognition the Ministry's requirements are unsettled — its service card lists no attestation, its FAQ says one is required — so confirm your own case before applying; school-level certificates presented for equalisation must still be attested.
