Newborn Birth Certificate Attestation UAE — Residence Visa Steps & Deadlines (2026)

Do I need to attest my baby's birth certificate for a UAE residence visa?

If your baby was born outside the UAE, the birth certificate needs full attestation (home country authentication → UAE Embassy → MOFA) before applying for a residence visa through GDRFA. If your baby was born in the UAE, the certificate is issued by the emirate health authority — Dubai Health (DHA) in Dubai, the Department of Health (DoH) in Abu Dhabi, MOHAP in the other emirates — and it still needs attestation: all expatriates must have a birth certificate attested by the health authority and then by the UAE Ministry of Foreign Affairs (MOFA). What a UAE-issued certificate does not need is the foreign embassy chain, because no other country is involved. Register the birth and obtain the certificate within the legal window, then file the residence visa application within the deadline that applies once the baby is in the UAE.

Babies Born in the UAE

When a baby is born in the UAE, the hospital issues a birth notification, which is then used to obtain the official birth certificate. The certificate is issued by the emirate health authority — Dubai Health (DHA) in Dubai, the Department of Health (DoH) in Abu Dhabi, and MOHAP in the other emirates; those seals are treated as equivalent. The certificate still has to be attested. All expatriate parents must have it attested by the issuing health authority and then by the UAE Ministry of Foreign Affairs (MOFA), and that attested certificate is what the residence visa application needs. The digital e-certificate makes the MOFA step fast and largely electronic. What a UAE-issued certificate does not need is the foreign chain — there is no origin-country authentication and no UAE embassy abroad, because no other country is involved. If you later use the certificate in your home country, for example for passport issuance, your home country's embassy or consulate in the UAE legalises it after MOFA; an apostille is not the route, because the UAE is not a Hague Convention country.

Babies Born Outside the UAE

If your baby was born in your home country or a third country, the birth certificate must be fully attested before you can apply for a UAE residence visa. The attestation chain is the same as for other personal documents: home country authentication, UAE Embassy attestation, and MOFA attestation. This process typically takes 7-15 working days depending on the issuing country.

The Newborn Paperwork Sequence, In Order

Most of the stress around a UAE newborn comes from doing the right steps in the wrong order. This is the sequence, and each step depends on the one before it.

  1. 1Hospital birth notification — the hospital issues the notification that the birth certificate is produced from. Check the spelling of both parents' names against your passports before you leave; a mismatch here follows the child through every later step.
  2. 2Birth certificate from the emirate health authority — Dubai Health (DHA) in Dubai, the Department of Health (DoH) in Abu Dhabi, MOHAP in the other emirates. Register the birth within the legal window; a late registration is the most common cause of a delayed visa file.
  3. 3Health authority and MOFA attestation — the certificate is attested by the issuing health authority and then by MOFA. This is standard documentation for an expatriate newborn, not an optional extra, and the digital certificate makes the MOFA step largely electronic.
  4. 4Certified translation, only where it is asked for — the certificate is issued in Arabic and English, so a further translation is usually unnecessary. Arrange one only if the authority receiving it asks.
  5. 5Passport, then the residence visa file — the baby needs a passport from your own country's mission in the UAE before the residence visa application goes to GDRFA in Dubai, or to ICP in the other emirates, with the attested birth certificate attached.

Residence Visa Application for Newborns

The sponsor (parent with UAE residence visa) must apply for the baby's residence visa through GDRFA within 120 days of the baby entering the UAE. Required documents include the attested birth certificate, sponsor's passport and residence visa copy, sponsor's Emirates ID, baby's passport, passport-size photos, and medical fitness test if applicable. The application is submitted through the ICP or GDRFA online portal.

Common Scenarios and Solutions

Many families face time pressure when a baby is born during a home visit. The birth certificate needs to be obtained, attested, and the baby needs a passport — all before returning to the UAE. AttestPort can coordinate parallel processing to speed this up. Another common scenario is when parents discover the attestation requirement only after arriving in the UAE with the newborn. In that case we can start the home-country steps through our partners while you are here, which shortens the wait considerably, though the ministries and the embassy set their own pace.
