Transfer Certificate Attestation Dubai — School Admission Guide (2026)

Do I need to attest my child's transfer certificate for school in Dubai?

It depends where the previous school was. A move between two Dubai schools is handled by KHDA through the schools themselves, with no embassy or MOFA step. From another emirate or a GCC country, that education authority attests it. From anywhere else, Dubai regulations set a four-stage route: the origin education ministry, the origin foreign ministry, the UAE embassy or consulate there, then MOFA. Coming from a school outside the UAE, a transfer certificate is required from Grade 2 or Year 3 upward; a child already enrolled in a UAE private school needs one at any stage.

Why Dubai Schools Require Attested Transfer Certificates

The Knowledge and Human Development Authority (KHDA) regulates private schools in Dubai and requires verified academic records for student transfers. When enrolling a child who previously attended school outside the UAE, schools must verify the authenticity of the transfer certificate, previous mark sheets, and any equivalency documents. An attested TC confirms that the previous school is legitimate and the academic records are genuine. Without proper attestation, schools may delay or refuse admission. This is particularly important during peak admission seasons in September and January when schools process hundreds of transfer applications. Starting the attestation process at least 6 weeks before the school registration deadline is recommended to avoid last-minute complications.

The Attestation Process for Transfer Certificates

Where the previous school was outside the UAE and the GCC, Dubai regulations set out four stages, in order. Transfers from within Dubai, from another emirate, or from a GCC country follow much shorter routes and do not need the embassy or MOFA stages at all.

  1. 1Origin education authority — The Ministry of Education, or the equivalent education authority in the country of issue, attests the certificate first. In India the national step is handled by the Ministry of External Affairs after a state-level authentication, not by the CBSE or CISCE board. In the Philippines it is a Certification, Authentication and Verification from the Department of Education regional office.
  2. 2Origin foreign ministry — The Ministry of Foreign Affairs, or the equivalent authority, in the same country then attests the document. This stage is routinely omitted from guidance published elsewhere, and skipping it is why documents get refused at the UAE mission.
  3. 3UAE mission in that country — The UAE embassy or consulate legalises the document. Where the Ministry of Education equivalency route applies, the UAE Education and Technology Science Attache is a permitted alternative to the embassy.
  4. 4MOFA attestation in the UAE — Final attestation; an official fee applies, and paper documents move by approved courier in about one to three business days.

Documents Required for School Admission

In addition to the attested TC, Dubai schools typically require these documents for admission.

  • -Attested transfer certificate from previous school
  • -Attested mark sheets or report cards (last 2 years)
  • -Birth certificate — attested (required for initial school registration)
  • -Passport copies of the child and both parents
  • -UAE residence visa of the child
  • -Emirates ID of the child and sponsoring parent
  • -Passport-size photographs of the child
  • -Medical fitness certificate and vaccination records
  • -Equivalency certificate from MOE — a separate application in some cases; the Ministry scopes it by grade bracket, so confirm with the school whether yours needs it

MOE Equivalency for Curriculum Transfers

If your child is transferring between different curriculum systems — for example, from an Indian CBSE school to a British curriculum school in Dubai, or from a US curriculum to IB — the Ministry of Education (MOE) may require an equivalency certificate for the school-level qualification. This is separate from the TC attestation. The MOE equivalency confirms that the grade level completed in the previous curriculum corresponds to a specific grade in the new curriculum. The application is submitted through the MOE portal and carries an official fee. Note that the Ministry splits this by grade bracket rather than by curriculum: it runs one service for the Grade 12 general education certificate from abroad, tied to university or employment purposes, and a separate service covering class transfer certificates for Grades 2 to 11, and the two carry different conditions. Curriculum continuity on its own is not what decides whether you need it, so check with the new school whether equivalency applies to your specific case.

Timeline Planning for School Admission

Dubai school admissions have specific windows, and attestation takes time. For September enrollment, start the attestation process by June at the latest. For January mid-year transfers, begin by October. There is no reliable end-to-end figure to quote: the chain can cross up to four authorities in two countries, and the origin-country education ministry and foreign ministry stages cannot be expedited from here. What can be stated is the UAE end — MOFA attests a foreign paper document through an approved courier service provider in about one to three business days. Work backwards from the school deadline and start the origin-country step first, because it is the long and least predictable one. AttestPort offers doorstep pickup and delivery throughout Dubai — we collect your child's documents from your home, handle the complete attestation chain, and deliver everything back attested and ready for school submission.

Transfer Certificate Attestation Dubai — School Admission Guide (2026) — FAQ

The requirement depends on where the previous school was, not on the individual school. A certificate coming from outside the emirate or outside the UAE has to be attested by the entities Dubai regulations name for that origin; a move between two Dubai schools is verified by KHDA through the schools themselves. KHDA does publish a provisional registration route, but it is scoped to delays in issuing an Emirates ID rather than to attestation still being in progress, so do not count on starting school while the chain runs.
