Degree Certificate Attestation in the UAE — Work Visa, MOHRE & Golden Visa

How do I get a degree certificate attestation for the UAE?

For a UAE skilled work permit (MOHRE), a Golden Visa or professional licensing, a foreign degree is attested through the full UAE chain — home-country authentication, then the UAE embassy or consulate there, then UAE MOFA — with a certified Arabic translation if it is not in Arabic or English. An apostille alone is never enough, because the UAE is not a Hague member. Attestation is separate from MoHESR recognition: attesting a degree confirms it is genuine; recognition assesses whether the qualification itself is accepted in the UAE. AttestPort runs the whole chain by doorstep.

About Degree Certificate Attestation

Degree certificate attestation is the process that makes a foreign university degree usable in the UAE — most often to satisfy the Ministry of Human Resources and Emiratisation (MOHRE) for a skilled work permit, but also for a Golden Visa application and for professional licensing in regulated fields. Because the UAE is not part of the Hague Apostille Convention, a degree issued abroad cannot simply be apostilled; it travels the full legalisation chain — authenticated in the country that issued it, legalised by the UAE embassy or consulate there, and finally attested by the UAE Ministry of Foreign Affairs (MOFA) — with a certified Arabic translation where the degree is not in Arabic or English. One distinction saves a lot of confusion: attestation is not the same as recognition. Attestation confirms your degree is genuine; recognition of a foreign higher-education qualification is a separate assessment handled by the Ministry of Higher Education and Scientific Research (MoHESR), and attestation is no longer a prerequisite for it. AttestPort manages the whole attestation chain for degrees from more than 100 countries, collecting the original from your door in Dubai and returning it fully attested.

Why a UAE Job or Golden Visa Needs an Attested Degree

For most people the trigger is a job. The UAE Ministry of Human Resources and Emiratisation (MOHRE) classifies occupations by skill level, and whether your work permit needs an academic qualification depends on that level: the professional levels (skill levels 1 and 2) call for a bachelor's degree or higher, the technical levels (3 and 4) for a diploma or higher, level 5 for a secondary-school certificate, and the lower levels for no academic certificate at all. To be treated as a skilled worker, the qualification generally has to be above secondary level and attested by the competent authorities, alongside the other conditions the labour rules set — so an unattested degree does not count toward the skilled classification a professional permit relies on.

Beyond employment, an attested degree is part of the picture for a Golden Visa in the skilled-professional categories, and for professional licensing in regulated fields — medicine, engineering, teaching, law and others — where the sector regulator needs to confirm your qualification before you can practise. In each case the degree has to be genuine and verifiable, which is exactly what attestation establishes.

The one thing this page keeps separate is money: the salary and investment thresholds that decide who qualifies for a work permit or a Golden Visa are set by the visa authorities, not by us, and they live on the visa pages. Here we focus on the degree itself — getting it attested, translated where needed, and accepted. If your route is employment, see how the degree fits the wider set of documents for a UAE skilled work permit.

Attestation Is Not Recognition — and Not Equivalency Either

This is the single biggest source of confusion around a foreign degree in the UAE, so it is worth getting straight. Attestation and recognition are two different processes, run by two different authorities, and you may need one, the other, or both.

Attestation is the legalisation chain — the UAE embassy and MOFA stamps — and it confirms one thing: that your degree is a genuine document, with authentic signatures and seals. It does not judge the academic value of the qualification. Recognition of a foreign higher-education qualification is the separate assessment of whether that qualification is accepted in the UAE, and it is handled by the Ministry of Higher Education and Scientific Research (MoHESR) under MoHESR University Certificates Recognition. Crucially, attestation is no longer a prerequisite for that recognition — recognition now begins with verifying the qualification through a Ministry-accredited partner, so an attested degree can still be assessed separately, and a degree can be recognised without being attested first. For specialised professions such as engineering, medicine and law, additional recognition conditions still apply.

Two more distinctions matter. School-level (K-12) certificates are not handled by MoHESR at all — they follow the Ministry of Education (MoE) equivalency route, which does still require attestation. And professional licensing — for a doctor, nurse, engineer or teacher — is a third, separate step run by the sector regulator (for healthcare, the DHA in Dubai, DoH in Abu Dhabi or MOHAP), which usually verifies your qualification directly at source through primary source verification. That is an additional step, not a replacement — a healthcare professional can need attestation, recognition and licensing. We handle attestation, and we can point you to the right door for the rest.

The Degree Attestation Chain, Step by Step

For a foreign degree, the legalisation chain runs in a fixed order, and each step depends on the one before it. Doing them out of order, or assuming a shortcut, is the most common reason a degree is sent back.

  • Home-country authentication. The degree is first authenticated in the country that issued it — typically by the university and the national or state education authority, and then that country's foreign ministry. The exact bodies differ by country (see the corridor guide below).
  • UAE embassy or consulate legalisation. The authenticated degree then goes to the UAE embassy attestation in the issuing country, which confirms the home-government seal and adds its own stamp.
  • UAE MOFA attestation. Back in the UAE, the degree receives its final MOFA attestation — the stamp employers and MOHRE actually look for — submitted through the ministry's online portal.
  • Certified Arabic translation, where needed. UAE authorities accept a degree in Arabic or English; if yours is in another language, it is translated by a certified legal translator so the document can be read and processed.
  • Hand it to your employer or PRO. The attested degree, with its translation where required, is submitted with your work-permit application, Golden Visa file, or licensing application.

Why an Apostille Is Never Enough on Its Own for the UAE

Even AI assistants get this wrong, so it is worth being clear. The UAE is not a member of the Hague Apostille Convention. That means an apostille — the single certificate that lets a document move between Hague-member countries — is not accepted on its own for a degree used in the UAE, and the UAE does not issue apostilles on its own documents.

If your degree comes from a country that issues apostilles — the United Kingdom, and now the Philippines among the corridors we handle most — that apostille only counts as the home-country authentication step. The degree still has to be legalised by the UAE embassy or consulate and then by UAE MOFA before any UAE employer or authority will accept it. Treating an apostille as the finish line is a guaranteed rejection; our page on why an apostille alone is not accepted in the UAE explains it in full.

Country by Country: How the Home-Country Step Differs

The UAE-side steps are the same for every degree, but the first step — authenticating the degree in the country that issued it — is where each nationality's process differs. These are the corridors we handle most often. One rule runs through all of them: even where a country now issues apostilles, the apostille is only the home-country step for the UAE.

  • India — Indian degree attestation runs through the issuing state's education authority (the State HRD department, or the recognised alternative route), then the Ministry of External Affairs (MEA), which issues its Normal Attestation for UAE-bound documents — not an apostille — before the UAE embassy in India and MOFA.
  • Philippines — Philippine degree attestation starts with a degree from a CHED-recognised institution, authenticated by the Department of Foreign Affairs (DFA); for the UAE that DFA step is only the home-country step, and UAE embassy legalisation in Manila is still required, followed by MOFA.
  • United Kingdom — UK degree attestation takes an FCDO apostille as the home-country step, then UAE embassy legalisation in London and MOFA — the apostille alone is not accepted in the UAE.
  • United States — US degree attestation starts with the route the issuing state sets for school records (in many states a school official certifies the record before a notary; in New York and Maryland, and on Georgia's notarised route, a county or court clerk then certifies the notary), then the authority that state designates (not always the Secretary of State), then the federal US Department of State, which for the UAE issues an authentication certificate rather than an apostille, before UAE embassy legalisation and MOFA.

Degree, Diploma, Transcript or Marksheet — Which One You Attest

Educational attestation is not one document but several, and the right page depends on what you actually hold. Getting this right avoids attesting the wrong paper.

A degree certificate is the final award — the bachelor's, master's or doctorate — and it is what a professional-level MOHRE role, a Golden Visa or most licensing needs; this page is for that document. A technical or vocational qualification — a polytechnic, ITI, nursing or engineering diploma — follows the same chain but has its own page: diploma certificate attestation. And your detailed academic record — the transcript or mark sheet showing subjects, grades and credit hours — is a separate document again, often attested alongside the degree for employers or required (though not necessarily attested) for recognition; see transcript attestation, or marksheet attestation for the grade sheets. If you are unsure which you need, send us a photograph and we will tell you.

The Arabic Translation Step — When You Actually Need It

UAE authorities accept a degree in Arabic or English, so an English-language degree is often accepted as it is. If yours is in another language, it needs a certified Arabic legal translation — and not from just anyone; in the UAE these are normally done by a translator licensed by the Ministry of Justice, not a casual or self-made translation.

Two practical points save time. Translate after the attestation is finished, so the translation reflects the final attested document including the MOFA stamp; and make sure the name on the translation matches your passport exactly, because a mismatch between your degree, passport and visa file is a common cause of delay. We arrange the translation as part of the package so the wording and names line up.

Degree Attestation for the Golden Visa

The Golden Visa is where the attestation-versus-recognition distinction becomes very practical, because the two long-term-residency authorities ask for different things. For the skilled-professional categories, ICP requires an attested university degree — for example for the Executive Director and Specialist categories. GDRFA, on the other hand, splits by where the degree was issued: a degree from a foreign university needs a MoHESR recognition report, while a degree from a UAE university needs attestation. (GDRFA's own page still labels this a Ministry of Education report, but higher-education recognition moved to the re-established MoHESR in 2024.)

So before you attest anything for a Golden Visa, confirm which authority is processing your application, because it changes whether you need an attested degree or a MoHESR recognition report. We can prepare whichever your route requires, and the eligibility thresholds themselves — salary, investment and category rules — are set out on our Golden Visa document requirements page.

Online, Distance-Learning and Unaccredited Degrees

A degree can only be attested if the institution that issued it is recognised and accredited by the relevant education authority in the country of issue. That includes online and distance-learning degrees — they can be attested, provided the university or distance-learning board is properly accredited. A degree from an unaccredited institution or a diploma mill will be rejected at the home-country verification step, before it ever reaches the UAE.

If you are not certain your university is recognised, tell us the institution before you start and we will check its accreditation status, so you do not pay for a chain that cannot complete.

How Long It Takes and What It Costs

Honest answer on timing: it depends almost entirely on the country that issued the degree and how quickly each authority in the chain moves, so there is no single fixed number. The home-country authentication and the UAE embassy step vary the most — Indian and other common corridors typically run a few weeks end to end — while the UAE-side MOFA and translation steps are the quickest part. Where speed matters, express handling is available on several steps, and we give you a realistic timeline for your specific country before you commit.

On cost, there is no flat price to quote: an official MOFA fee applies, the UAE mission and home-country authorities charge their own fees, and translation is priced per document, so the total depends on your country, the number of documents and how fast you need them. Rather than guess, send us the details for an instant quote with everything itemised up front.

Why Degrees Get Rejected — and How We Prevent It

Most rejections come down to a handful of avoidable issues: a laminated certificate (MOFA and most embassies will not attest a laminated document — you would need a re-issued copy from the university); an institution that is not accredited; a name that does not match the passport; or steps completed out of order, such as translating before the attestation is finished. Any of these can send a degree back and cost you weeks.

AttestPort checks your degree against your corridor's exact requirements before anything is submitted, so these problems are caught early. If a rejection does happen, we tell you precisely what to correct and resubmit — you are not left guessing.

Documents Required

  • Original degree certificate (must not be laminated)
  • Passport copy of the certificate holder
  • Emirates ID copy (if already in the UAE)
  • Home-country authentication completed before the UAE embassy step (the exact authorities depend on the issuing country)
  • Academic transcript or mark sheet (some embassies and employers require it alongside the degree)
  • Certified Arabic legal translation, if the degree is not in Arabic or English (we can arrange this)
  • Previous attestation stamps, if this is a re-attestation after a name change

How Degree Certificate Attestation Works

1

Home-Country Authentication

Your degree is authenticated in the country that issued it — by the university and the national or state education authority, then that country's foreign ministry. For India this is the State HRD department and the MEA (Normal Attestation, not an apostille); other countries follow their own bodies.

2

UAE Embassy or Consulate Legalisation

The authenticated degree is legalised by the UAE embassy or consulate in the issuing country, which confirms the home-government seal and adds its own attestation. An apostille alone is not accepted in its place, because the UAE is not a Hague member.

3

UAE MOFA Attestation

Back in the UAE, the degree receives its final MOFA attestation through the ministry's online portal — the stamp employers and MOHRE actually check for.

4

Certified Arabic Translation, Where Needed

UAE authorities accept Arabic or English; if the degree is in another language, a certified legal translator — in the UAE, licensed by the Ministry of Justice — produces the Arabic version, matched to the attested document and your passport name.

5

Delivered to Your Door

We return the fully attested degree, with its translation where needed, to your doorstep in Dubai, ready for your employer or PRO to submit with the MOHRE work permit, Golden Visa or licensing application.

Processing Time

There is no single fixed total — it depends on the country that issued the degree. Indian and other common corridors typically run a few weeks through home-country authentication, UAE embassy legalisation, MOFA and, where needed, Arabic translation; the UAE-side steps are the fastest part. Express handling is available on several steps. We confirm a realistic timeline for your country before you start.
