French diploma for UAE use: original or certified copy?
Prepared for AttestPort · Official sources checked: 15 October 2026
For a diploma issued by a public institution in France, French notarial guidance calls for a certified copy when preparing the French legalisation application. This does not mean that an ordinary photocopy is sufficient, or that every UAE recipient will accept the same document package. Notaires de France prerequisite booklet, page 9
This guide helps you prepare a public-institution diploma issued in mainland France for intended UAE use. It does not determine whether your qualification meets a particular job, university or professional-licensing requirement.
Start with the issuing institution
Check the institution named on your diploma. The booklet's public-diploma section specifies certification details including the certifier's identity, capacity, signature, date and mairie or notarial seal. Official prerequisite booklet, page 9
If your diploma is from a private school, stop before applying this checklist. The booklet treats private diplomas separately, and its wording concerning some private-school categories is inconsistent. Ask a French apostille and legalisation centre to confirm your document's classification and prerequisite certification. A school being based in France does not, by itself, resolve that question.
Why a normal photocopy may not be enough
French rules allowing a simple photocopy for many domestic administrative applications should not be assumed to apply abroad. Service Public explains that a foreign administration can require a certified copy of a French administrative document, including a diploma.
The French term is copie certifiée conforme. In France, Service Public lists a mairie (town hall), prefecture or notary as contacts. Explain that the copy is for a foreign authority and check whether attendance or an appointment is needed. If you are already abroad, Service Public directs you to a French embassy or consulate for copy-certification enquiries. Confirm the intended legalisation route before arranging that option. Check the certification before arranging legalisation
For a mairie-certified paper copy, Notaires de France advises checking whether the certifying official's signature is recorded in the national public-signature database. If it is not, its guidance points to alternatives such as another mairie, a notary or help from a legalisation centre.
A useful question when arranging the copy is: “This is for legalisation for use in the UAE. Can the centre verify the certifying official's signature?” Notaires de France: legalising a mairie-certified document
A certified copy and legalisation do different jobs
| Stage | What to establish |
|---|---|
| Copy certification | Whether the copy has been properly certified against the original. |
| French legalisation | Authentication of the relevant official signature, capacity and seal; it does not assess the academic content. See the Notaires de France explanation. |
| UAE submission | The document format and further formalities required by the mission and your receiving institution. |
France's official country table, updated on 15 September 2026, lists the UAE under legalisation for administrative documents, including diplomas. Do not assume an apostille alone is the applicable route. France Diplomatie: country and document table, pages 1 and 5

What should you confirm before sending documents?
The UAE Ministry of Foreign Affairs directs applicants with foreign-issued documents to the relevant UAE mission and says electronic availability varies by mission. Its general courier requirements refer to original documents in Arabic or English, or documents accompanied by a legally certified translation. Those general instructions do not settle how your particular French certified copy will be handled. UAE MoFA: document attestation
Before dispatch, ask the UAE Embassy in Paris and your UAE recipient:
- -Will you accept this French certified diploma copy after legalisation, and must the original diploma also be presented?
- -What further attestation is needed for this application, and through which current channel?
- -Is a translation required, into which language, and which translator or certification is accepted?
- -Are transcripts, qualification recognition or professional approvals required separately?
Keep the original diploma available. This guide does not establish that you can complete every stage without presenting it. Resolve the French preparation requirement and the UAE recipient's acceptance requirement before paying for translation or sending a document package.
