Canada Document Attestation UAE — Apostille, Authentication & MOFA (2026)

How do I attest Canadian documents for UAE use?

Canada joined the Apostille Convention on January 11, 2024, but the UAE did not — so a Canadian certificate alone never completes the chain. The Canadian-government certification is a single step done by either Global Affairs Canada or your province's own authority: most issue an apostille, but Ontario issues a certificate of authentication for UAE-bound documents. It then goes to the UAE Embassy in Ottawa, and finally MOFA in the UAE.

Canada's Hague Convention Membership — What Changed in 2024

Canada joined the Hague Apostille Convention on January 11, 2024, changing how Canadian documents are certified for international use. The change also decentralised who does it: Canada now has six competent authorities, not one. Global Affairs Canada (GAC) authenticates federal documents and those from eight provinces and territories, while Alberta, British Columbia, Ontario, Quebec and Saskatchewan each authenticate their own — you use one of them, decided by where your document was issued or notarised, not the province and then GAC in sequence. The instrument also differs: GAC, Alberta, British Columbia, Quebec and Saskatchewan issue an apostille, while Ontario issues a certificate of authentication for documents bound for non-Hague countries. The UAE is not a party to the Convention, so for UAE-bound documents nothing gets shorter — whichever certificate you receive, it must still be legalized by the UAE Embassy in Ottawa and then attested by MOFA in the UAE. The Canadian certificate, apostille or certificate of authentication, is never the last step.

The Updated Attestation Process (Post-2024)

The current process for attesting Canadian documents for UAE use involves these steps.

  1. 1Notarisation, where the document class requires it — private and corporate records, powers of attorney and affidavits are notarised first, while public records such as vital-statistics certificates go straight through. A power of attorney or affidavit must be signed in front of the notary in person.
  2. 2Your competent authority — a single Canadian-government step. The document goes to whichever of Canada's six authorities has jurisdiction, decided by where it was issued or notarised: Global Affairs Canada, or the provinces of Alberta, British Columbia, Ontario, Quebec or Saskatchewan. Most issue an apostille; Ontario issues a certificate of authentication for UAE-bound documents. There is no separate provincial-then-federal sequence — Global Affairs Canada returns the five provinces' own documents unauthenticated.
  3. 3UAE Embassy legalisation in Ottawa — the certified document is mailed to the Consular Section of the UAE Embassy in Ottawa, the only UAE mission in Canada. This step is required because the UAE is not a Hague member. For a degree, the sealed transcript must be mailed to the Embassy directly by the issuing university.
  4. 4MOFA attestation in the UAE — the UAE Ministry of Foreign Affairs completes the chain by attesting the signatures and seals, after which the document is valid across the UAE.

Common Canadian Documents for UAE Attestation

Canadian nationals and former residents commonly need these documents attested for UAE purposes.

  • -University degrees and transcripts — for employment and Golden Visa
  • -Birth certificates — for family visa and school admission
  • -Marriage and divorce certificates — for visa sponsorship changes
  • -Police clearance (RCMP) — for employment in regulated sectors
  • -Corporate documents — for business setup in UAE free zones
  • -Powers of attorney — for property and legal transactions
  • -Professional certifications — for UAE employment and regulatory registration. Note that healthcare regulators such as DHA and DOH verify qualifications through primary source verification, obtained by the regulator or a commissioned third party, rather than through applicant-supplied attestation.

Processing Timeline

There is no single end-to-end figure for Canada, and no authority publishes one — so plan against each authority's own published time rather than a promised total. The Canadian certification forks by province. As of mid-2026, Global Affairs Canada was processing requests received about 20 business days earlier and asks you to add 5 to 10 business days of mailing within Canada, and it states plainly that it offers no expedited service. The provincial authorities publish their own ranges — Saskatchewan around 3 to 5 business days, Alberta at least 7 to 10, Ontario 15, and British Columbia 2 to 4 weeks excluding mail, with Quebec publishing a rolling backlog date. The UAE Embassy in Ottawa publishes no turnaround, and MOFA's published times apply to UAE-issued documents rather than to this route. International shipping between Canada and the UAE sits on top of all of it. Canada Document Attestation UAE — Apostille, Authentication & MOFA (2026) — FAQ

Mostly. Since January 11, 2024, Canada is a member of the Hague Apostille Convention, and Global Affairs Canada, Alberta, British Columbia, Quebec and Saskatchewan issue an apostille. Ontario is the exception: it issues a certificate of authentication for documents destined for non-Hague countries such as the UAE, which is the correct instrument for that destination.
