Philippines Certificate Attestation in Dubai — DFA Apostille (Red Ribbon Replaced)
How does Philippines embassy attestation work in Dubai?
Philippines documents must first be authenticated by the DFA (Department of Foreign Affairs) in the Philippines — since 14 May 2019 the DFA issues an apostille, which replaced the old red ribbon. For UAE use the apostille serves only as the home-country authentication: the UAE is not a Hague country, so the document must then be legalised by the UAE Embassy in Manila before UAE MOFA attestation completes the chain in the Emirates. AttestPort handles the complete process with doorstep service.
About Philippines Certificate Attestation
Filipino nationals are one of the largest expatriate communities in the UAE. The Philippine Consulate General is located on Beirut Street, Al Qusais 3, Dubai. Appointments are required for most consular transactions and can be booked online through the consulate website. The Philippines abolished the DFA red ribbon on 14 May 2019 — the DFA (Department of Foreign Affairs) Office of Consular Affairs now issues an apostille as its only authentication product. The attestation chain for Philippine documents runs in the Philippines: (1) authentication by the issuing body — PSA for civil registry documents, CHED for higher education, (2) DFA apostille authentication (for UAE use this serves only as the home-country authentication), (3) legalisation by the UAE Embassy in Manila, and (4) UAE MOFA attestation once the document reaches the Emirates. MOFA's own process for a document issued outside the UAE is attestation through UAE missions abroad, so the UAE Embassy leg is the one that matters for UAE use. The Philippines is a member of the Hague Apostille Convention, and the DFA apostille is accepted on its own in other member countries. The UAE is not a member, however, so the apostille cannot replace the embassy or MOFA steps — for UAE use it serves only as the Philippines-side authentication, and the full chain above is always required. AttestPort coordinates with partners in the Philippines for DFA authentication and handles the UAE-side processing from Dubai.

Philippines Certificate Attestation — Frequently Asked Questions
DFA red ribbon was the Philippines' former system for authenticating documents for international use — it was abolished on 14 May 2019, and the DFA Office of Consular Affairs now issues an apostille instead. For UAE use the apostille serves only as the home-country authentication, and it must still be completed in the Philippines before embassy attestation in the UAE.
